How this index knows what it knows.

The index separates policy records, quantitative indicators, and source discovery. Each layer has its own verification rules so a reachable link is never mistaken for a current law or a comparable metric.

Laws, bills, rules, policies, directives, and frameworks are recorded as individual instruments with stable identifiers.

Verified policy record

The current record URL matches audited evidence and was opened as an official instrument or official publication during the release review.

Unverified policy record

The primary document is inaccessible, the current legal status is unresolved, or the available official evidence cannot support a more definite claim.

Reachable source-hub link

The resource returned acceptable content to the automated audit. Reachability does not establish completeness, currency, or comparability.

Limited source-hub link

The official resource was identified during review but blocks, redirects, or otherwise limits automated verification. The reason remains visible on its card.

Indicator confidence

Confidence describes the evidence—not importance

A low-confidence series can still matter. The label tells readers how much interpretation was required to normalize it.

High Defined official table or dataset with clear units, periods, and revision markers. Check the reference period and any provisional or revised flag.
Medium Official values are available, but field definitions, denominators, or revision practice are incomplete. Read the methodology note before comparing values.
Low The measure is a snapshot, proxy, definition-changing series, or requires material interpretation. Use as context only and keep the published limitation attached.
Comparison rules

Missing observations are not zero. Publication dates are not reference periods. Accounts, subscriptions, transactions, devices, and people are not interchangeable. Known definition changes are not drawn as continuous trends.

Refreshes & corrections

A dated snapshot, not a claim of continuous monitoring

Source availability and legal status can change after publication. The visible dates tell readers when evidence was last checked.
