How this index knows what it knows.
The index separates policy records, quantitative indicators, and source discovery. Each layer has its own verification rules so a reachable link is never mistaken for a current law or a comparable metric.

Keeping the layers separate prevents a strong source in one part of the index from lending false certainty to another.
Policy instruments
Laws, bills, rules, policies, directives, and frameworks are recorded as individual instruments with stable identifiers.

Quantitative indicators

Verification rules
Certainty is earned one layer at a time.
The current record URL matches audited evidence and was opened as an official instrument or official publication during the release review.
The primary document is inaccessible, the current legal status is unresolved, or the available official evidence cannot support a more definite claim.
The resource returned acceptable content to the automated audit. Reachability does not establish completeness, currency, or comparability.
The official resource was identified during review but blocks, redirects, or otherwise limits automated verification. The reason remains visible on its card.
Indicator confidence
Confidence describes the evidence—not importance
A low-confidence series can still matter. The label tells readers how much interpretation was required to normalize it.

Comparison rules
Missing observations are not zero. Publication dates are not reference periods. Accounts, subscriptions, transactions, devices, and people are not interchangeable. Known definition changes are not drawn as continuous trends.
Refreshes & corrections
A dated snapshot, not a claim of continuous monitoring
Source availability and legal status can change after publication. The visible dates tell readers when evidence was last checked.

Confirm the destination, publisher, document, and access status.
- 02Recheck status and definitions
Look for amendments, superseding instruments, revisions, and methodological breaks.
- 03Run release contracts
Validate identifiers, dates, relationships, URLs, units, ordering, and published audit evidence.

Update visible dates, preserve uncertainty, and never silently convert missing evidence into certainty.

Known limitations
What this release does not claim
- The index is curated, not exhaustive, and is not legal advice.
- A verified URL does not prove that an instrument remains legally unchanged.
- An indicator beside a policy does not establish causation or policy effectiveness.
- International rankings can embed assumptions that are not specific to Pakistan.
- Official administrative data may be revised after this snapshot.
- Automated reachability does not establish methodological suitability.

This independent, open-source research project is maintained by Muhammad Umar Zafar. Institutions cited as sources neither sponsor nor endorse the index.

Sources, statuses, and definitions are rechecked in dated snapshots. Corrections move through public review and a documented release.

This static site uses no accounts, advertising, analytics, or tracking cookies. External sites have their own privacy practices.
